KM Singh is a former Indian Police Service (IPS) officer. He was the Director General of the Central Industrial Security Force (CISF) and a two term member of the National Disaster Management Authority (NDMA). Singh was a member of the Steering Committee constituted in 2003 to decide the Response Mechanism at the National Level.
KM Singh (IPS Retd) served in the Intelligence Bureau (GoI) for nearly three decades, in the Indian High Commission London as Minister, Coordination from 1996 to 2000 and as Director General, CISF from 2003 to 2005. During his tenure in IB he served in J&K for 7 years. Post retirement, he was appointed Member of National Disaster Management Authority with status of Minister of State in the Union Govt in 2005. During his 8-years tenure in NDMA he was responsible for raising the NDRF from scratch to its present shape. He is the first recipient of ‘Subhash Chandra Bose Aapda Prabandhan Purashkar’ by the Union Govt in 2020 for his contribution in the field of Disaster Management, particularly raising the NDRF. Presently, he is associated with Policy Perspectives Foundation (PPF), a Delhi based Think Tank where he has taken pioneering initiative in the field of Management of Animals in Emergencies.
